It seems like whenever a newsletter creates a new section, I'm never subscribed to it unless I randomly happen to check my settings and notice that they created a new section and so I toggle it on. I find this very frustrating.
They can be! But it depends on settings. They’re different from tags, which are for internal organisation (and sometimes used in the top navigation bar).
When you create a section it will automatically add it to the navigation bar, which you can then remove/modify as preferred.

The creator of each section chooses whether existing subscribers are moved across. So it depends on how they do it!
